By letters dated April 29, 1975, August 29, 1975, and December 8, 1975 you submitted Amendment Nos. 59, 61 and 63, respectively for Browns Perry Nuclear Plant, Unit 3 application, which consist of information xelated to Appendix K to 10 CPR Part 50.

You requested that this information be withhold from public disclosure because of it being classified proprietary pursuant to standard General Electric procedures pertaining to classification.

He have xeviewed this information and concluded that there is not sufficient Justification for our withholding this information from public disclosure.

The basis for this conclusion is that we feel it would be highly unlikely, if not impossible, for General Electric competitors to utilize the results of the calculations relating to the requirements specified in Appendix K to 10 CFR Part 50 to qualify their own design models since:

(1)

Developing a correlation from the results of analysis on a given plant design requires knowledge of many other parameters which would generally not be available to General Electric competitors; and (2)

Any such correlation used as a basis for ECCS calculations would have to be based on sufficient experimental data to

)ustify its adequacy.

Xt is our opinion that understanding of the ECCS analysis is greatly impaired without this information, and withholding this information is not in the public interest.
