r Dear Mr. Rowden; I am enclosing a copy of a letter which I have received from Mr. S. C. Freeny,
- Manager, Central Electric Power Association,
- Carthage, Miss.
In this letter Mr. Freeny recommends that the Tepnessee Valley Authority be permitted to proceed with the loading and testing of units one and two of the Browns Ferry Plant before the hearing before the Atomic Safety and Licensing Board is completed.
I am very much interested in this matter, TVAis the source of power in Northeast Mississippi. It is important that it has the power to satisfy the peak demands for electricity that may be expected this summer.
Therefore, I hope TVA's application for permission to proceed wi11 be given very careful and serious c on side ration.

In our present time of high energy cost, especially electricity, we think we have an obligation to consumers to do everything feasible to hold all costs as low as possible.
This is especially true since the consumer ultimately pays t'e increased price.
This is why we are vitally interested in assisting the Tennessee Valley Authority (TVA) in getting the, Browns Ferry Nuclear Plant into operation as soon as possible.
The 2,100,000 kilowatt capacity of units one and two of this plant, when they are put into operation, would save TVA over $10 Million per month in the difference of fuel cost alone.
Also, this capacity is urgently needed by T. V. A. to meet the peak load of the summer months ahead.
This saving has been estimated at $ 70 Million for the sumaer of 76 alone.
T. V. A. has made application to the U.S. Nuclear Regulatory Commission to allow T. V. A. to proceed with the loading and testing of units one and two of Browns Ferry Plant before the hearing before the Atomic Safety and Licensing Board is completed.
If the application is granted to enable T.V.A.
to proceed, as above, this could save many millions of dollars, to electric consumer s, and enable T.V.A. to meet the peak demands of electric require-'ents for the suitler ahead.
Your assistance is urgently requested to encourage the U. S. Nuclear Regulatory Commission to grant T. V. A. the authority to proceed with the loading and testing of the above units of the Browns Ferry Plant.
We are enclosing a copy of letter from officials of Tennessee Public Power Association in support of T. V. A.'s request to proceed in getting the Browns Ferry Plant into operation.

This letter is on beha'lf of the electric power consumers of the Tennessee Valley Region.
The Tennessee Valley Puolic Power Association (TVPPA) is an organization representing most of the 160 municipal and coopera-tively owned distributors of electric power in the Tennessee Valley region that re1y on the Tennessee Valley Authority (TVA) as the source of power for about seven million consumers in seven Valley states The E
Tennessee Valley Industrial Committee (TVXC) represents about 30 laxge industrial customers who are sex'ved directly by TVA.
The basic purpose of these two organizations is to promote the efficiency and quality of electric service to consumers in the Tennessee Valley.
The total 1.
peak'emand on the TVA system of all of its consumers exceeds 20,000,000 kilowatts.
Ne are aware that an Atomic Safety and. Licensing Board has granted.
a hearing on certain technical specification modifications to the operating licenses for TVA's Browns Ferry Nuclear Plant Units 1 and.
2.
Me understand that TVA has filed a motion with that Board request-ing authorization fox'VA to load fuel, test and operate Browns Ferry units 1 and 2 pending completion of the evidentiary hearing.
The Brown" Ferry plant is a vital part of the TVA generating system.
The 2,100,000 kilowatts of capacity from these two units is not only essen-tial for TVA to meet its system loads~ but it provides the lowest cost
electr.irity of the basbload stearr~ generating plants on the TVA system.
Xf this capacity is not available during this summer's peak load period, substantial amounts af capa"ity will have to be acquired from other sources if it is available.
This could add about
$ 70 million to the bills of the e'ectric consumers in the TVA region during. the months of June, July, and August.
The de-cision to purchase any available large blocks of power may have to be made as early as mid-May, and will involve demand charges of about
$ 20 million, whether or not any power is later used.
If this amount of power cannot be purchased, it appears that system reliability will be reduced to unacceptable levels.
Accordingly, we urge that a decision on TVA's motion be rendered expeditiously.

We ask that the Commission meet with us wit)>in the next week to give us an opportunity to express personally our concerns.
