Dear Mr. Lashley:

By letter dated June 21, 2018, FirstEnergy Nuclear Operating Company (FENOC) requested five alternatives for the fourth ten-year inservice testing program interval at Perry Nuclear Power Plant, Unit No. 1 (Agencywide Documents Access and Management System Accession No. ML18172A068).

The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has identified an area where additional information is needed to complete its review. A request for additional information (RAI) is attached.

A draft RAI was previously transmitted to you by email dated September 28, 2018. By email dated October 1, 2018, you stated that a clarification call was unnecessary; therefore, the RAI remains unchanged from what was previously transmitted. A response to the attached RAI is requested within 30 days from the date of this email.

The NRC staff considers that timely responses to RAIs help ensure sufficient time is available for staff review and contribute toward the NRCs goal of efficient and effective use of staff resources. REQUEST FOR ADDITIONAL INFORMATION FIRSTENERGY NUCLEAR OPERATING COMPANY PERRY NUCLEAR POWER PLANT, UNIT 1 DOCKET NUMBER 50-440 EPID L-2018-LLR-0093 By letter dated June 21, 2018, FirstEnergy Nuclear Operating Company (FENOC) requested five alternatives for the fourth ten-year inservice testing program interval at Perry Nuclear Power Plant, Unit No. 1 (Agencywide Documents Access and Management System Accession No. ML18172A068). In alternative request PR-2, FENOC has proposed to apply American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code) Case OMN-18 to the 2012 Edition of the OM Code.

In Regulatory Guide (RG) 1.192, Revision 2, Operation and Maintenance Code Case Acceptability, ASME OM Code, the Nuclear Regulatory Commission (NRC) staff provided the following condition on implementation of Code Case OMN-18 in regard to the centrifugal pump test Acceptable Range and Required Action Range in Table ISTB-5121-1 of the ASME OM Code:

The upper end values of the Group A Test Acceptable Ranges for flow and differential pressure (or, discharge pressure) must be 1.06Qr and 1.06Pr (or 1.06Pr), respectively, as applicable to the pump type. The high values of the Required Action Ranges for flow and differential pressure (or discharge pressure) must be >1.06Qr and >1.06Pr (or 1.06Pr), respectively, as applicable to the pump type.

In proposed alternative request PR-2, FENOC stated:

The upper end values of the Group A acceptable ranges for flow and differential pressure will be 1.06 times the reference flow or 1.06 times the reference differential pressure, respectively. This revised upper end acceptance criteria is consistent with the RG 1.192, Revision 2, condition associated with Code Case OMN-18.

Although FENOC indicated that the upper limit of the Acceptable Range will be adjusted in accordance with the RG 1.192 condition, it did not indicate that the upper limit of the Required Action Range will also be adjusted from >1.10 to >1.06 times the flow and differential pressure as required by the condition in RG 1.192.

Clarify whether the Group A test Required Action Range high values will be changed from >1.10 times reference value to >1.06 times reference value to satisfy the condition in RG 1.192, Revision 2, or provide justification for not adjusting the Required Action Range high values.
