Dear Ms. Podolak:
As requested by your application dated July 24, 2018, enclosed is Certificate of Compliance (CoC) No. 9187, Revision No. 11, for the Model No. 865 package. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.
This approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.471.

SUMMARY
By application dated July 24, 2018, QSA Global, Inc. (QSA), requested renewal of Certificate of Compliance (CoC) No. 9187 for the Model 865 Type B(U) container. The applicant requested changes to delete Conditions 6(c) and 6(d) from the CoC pursuant to the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 71.95 to the U.S. Nuclear Regulatory Commission (NRC). Based on the statements and representations in the applicants request, the staff finds that these changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71. The certificate has been updated to Revision No. 11 to reflect the changes.
EVALUATION After a careful review, the NRC staff has determined that the future manufacturing of new Model 865 packages and/or future weld repairs on existing Model 865s can be allowed. The NRC staff had reviewed this change in our previous approval dated May 2, 2017, and reviewed the change again confirming our prior finding. The previous review by the staff covered the applicants summary table of changes to Model 865 drawings. In this summary table, the applicant stated, The drawing specifications for welding were updated to reference applicable AWS [American Welding Society] standards with the intent to allow for future manufacturing of new Model 865 packages and or allow future weld repairs on existing Model 865s. Therefore, the conditions of 6(c) and 6(d) in the CoC can be deleted.
CONDITIONS The conditions specified in the Certificate of Compliance No. 9187 has been revised as indicated below:
Conditions 6(c) and 6(d) were deleted.

CONCLUSION Based on the statements and representations in the application, the staff finds that the package continues to meet the requirements of 10 CFR Part 71.
