SECOND DRAFT SAFETY EVALUATION OF PRESSURIZED WATER REACTOR OWNERS GROUP-15060, "PUMP SUCTION GAS ACCUMULATION OPERABILITY CRITERIA GUIDANCE" (CAC NO. MF8075; EPID: L-2016-TOP-0006)

Dear Ms. Pimentel:

By letters dated May 5 and 9, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML16147A079 and ML16147A123, respectively), the Nuclear Energy Institute (NEI) and Pressurized Water Reactor Owners Group (PWROG) submitted nonproprietary and proprietary versions of topical report (TR) PWROG-15060, "Pump Suction Gas Accumulation Operability Criteria Guidance. The U.S. Nuclear Regulatory Commission (NRC) staff transmitted its draft safety evaluation (SE) via letter dated June 25, 2018 (ADAMS Accession No. ML18072A002).

On August 30, 2018, the NRC staff met with representatives from NEI and the PWROG to discuss the PWROG comments on the initial draft SE for PWROG-15060 (ADAMS Package Accession No. ML18232A071). Following that meeting, the PWROG sent a letter dated September 10, 2018 (ADAMS Accession No. ML18297A054) to the NRC asking the NRC staff to hold the review of PWROG-15060 in abeyance until the PWROG could transmit its comments on the draft SE. A second letter dated September 20, 2018, provided the PWROG comments on the draft SE (ADAMS Accession No. ML18290A513).

Based on the discussions held at the August 30, 2018, meeting and the comments provided by the PWROG, the NRC staff has prepared a revised draft SE. Pursuant to Title 10 of the Code of Federal Regulations Section 2.390 (10 CFR 2.390), the NRC staff has determined that the enclosed revised draft SE may contain proprietary information. If you believe that any information in the enclosure is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Twenty working days are provided for NEI and the PWROG to comment on any proprietary information, factual errors, or clarity concerns contained in the revised draft SE.

The final SE will be issued after making any necessary changes and will be made publicly available. The NRC staff disposition of your comments on the revised draft SE will be discussed in the final SE.

NOTICE: The enclosure transmitted herewith contains Proprietary Information. When separated from the enclosure, this transmittal document is decontrolled.
