Dear Mr. Murray:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the review of your License Amendment Request (LAR) for changes to Chapters 5 of your application, Nuclear Criticality Safety, and additional administrative changes to 5 other chapters, submitted via your letter SPM 18-031 dated May 10, 2018 (Agencywide Documents Access and Management System
[ADAMS] Accession Number ML18131A063).
The staff reviewed your License Amendment Request (LAR) and the proposed changes to the application. Safety Condition S-1 has been revised to include the date of May 10, 2018, as well as August 2, 2018 (ADAMS Accession Number ML18214A199), which provided a response to our Request for Additional Information (RAI) dated June 29, 2018 (ADAMS Accession Number ML18176A153). Pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 70 of Materials License SNM-1097 is hereby amended to include the revised text in Chapter 5.
Enclosed is a Safety Evaluation Report (SER) to document the review of changes to Chapter 5, Nuclear Criticality Safety. The amendment is approved. Also enclosed are Amendment 14, Public and Non-Public versions. The Enterprise Project Identification Code is considered closed.
In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and Enclosures 1 and 2 will be available electronically for public inspection in the NRC Public Document Room, or from the Agencywide Documents Access and Management System. Enclosure 3 of this letter will be unavailable to the public in accordance with 10 CFR Paragraph 2.390(d).
The documents transmitted contain Security-Related Information.
When separated from Enclosure 3, the remaining documents are decontrolled.
