TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 -
CORRECTION TO AMENDMENT NOS. 279 AND 27 4 REGARDING THE ELIMINATION OF CERTAIN TECHNICAL SPECIFICATION REPORTING REQUIREMENTS (CAC NOS. MF9601 AND MF9602; EPID L-2017-LLA-0213)
Dear Mr. Nazar:
On March 19, 2018, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 279 and 274 to Renewed Facility Operating License Nos. DPR-31 and DPR-41 for Turkey Point Nuclear Generating Unit Nos. 3 and 4, respectively (Agencywide Documents Access and Management System Accession No. ML18019A078). The amendments revised the Technical Specifications (TSs) to remove certain reporting requirements, to remove the completion time for restoring spent fuel pool water level, to address inoperability of one of the two parallel flow paths in the residual heat removal or safety injection headers for the Emergency Core Cooling Systems, and to make other administrative changes, including updating and correcting a misspelling in TS 3.3.3.2, "Movable lncore Detectors."
Among other changes, Amendment Nos. 279 and 27 4 approved the deletion of "footnote *" from TS 3.9.11, "Water Level - Storage Pool," on TS page 3/4 9-11. Although the footnote was deleted from TS 3.9.11, the footnote designator (*) was inadvertently retained in the limiting condition for operation statement, as indicated below:
3.9.11 The water level shall be maintained greater than or equal to elevation 56' - 1 O" the spent fuel storage pool.*
The purpose of this letter is to issue a corrected TS Page 3/4 9-11 for Amendment Nos. 279 and 27 4. The NRC staff concludes that the correction is entirely editorial in nature and does not change the staff's previous conclusion in its safety evaluation for Amendment Nos. 279 and 27 4, nor does it affect the no significant hazards consideration, as published in the Federal Register on June 19, 2017 (82 FR 27889).

REFUELING OPERATIONS 3/4.9.11 WATER LEVEL-STORAGE POOL LIMITING CONDITION FOR OPERATION 3.9.11 The water level shall be maintained greater than or equal to elevation 56' - 1 O" the spent fuel storage pool.
APPLICABILITY:
Whenever irradiated fuel assemblies are in the storage pool.
ACTION:
- a.
With the requirements of the above specification not satisfied, suspend all movement of fuel assemblies and crane operations with loads in the fuel storage areas.
- b.
The provisions of Specification 3.0.3 are not applicable.
SURVEILLANCE REQUIREMENTS 4.9.11 The water level in the storage pool shall be determined to be at least its minimum required depth in accordance with the Surveillance Frequency Control Program when irradiated fuel assemblies are in the fuel storage pool.
