Serial No.18-317 Docket Nos. 50-245/336/423, 72-47 Page 1 of 1 10 CFR 50.54(q)(5) Summary of Analysis for Millstone Power Station Emergency Plan, Revision 57 Millstone Power Station Emergency Plan, Revision 57 corrects a Unit 3 Independent Spent Fuel Storage Installation (ISFSI) emergency action level (EAL) by inserting the words "of Notification" to make the Unit 3 EAL consistent with the same EAL for Unit 2. The affected Unit 3 EAL is, "Fire/Gases Unusual Event (GU1 #2)", in Appendix I of the Emergency Action Level Scheme. GU1 #2 was incorporated into the MPS Emergency Plan by Revision 53 (May 12, 2016). The words "of Notification" were excluded when this EAL was added, introducing a difference between the wording of the corresponding Unit 2 and Unit 3 EALs, and between Unit 3 EALs GU1 #1 and #2.
The ISFSI EAL scheme for Millstone Unit 2 and Unit 3 is based on the National Environmental Studies Project (NESP) of the Nuclear Management and Resources Council, Inc. (NUMARC) NESP/NUMARC-007, Revision 2, "Methodology for Development of Emergency Action Levels" (January 1992). The ISFSI EAL change remains consistent with the NRC evaluation of Millstone EALs in NRC Safety Evaluation,
Subject:
"Millstone Nuclear Power Station Emergency Plan, Revision 24," dated June 4, 1998 (TAC Nos.
MA0838, MA0839 and MA0840). The addition of the words "of Notification" makes the Unit 2 and Unit 3 ISFSI EALs consistent, and is in alignment with NRC Interim Staff Guidance NSIR/DPR-ISG-01, "Emergency Planning for Nuclear Power Plants,Section IV.H."
NSIR/DPR-ISG-01,Section IV.H defines starting the event declaration clock when a plant indication or report of an off-normal condition corresponding to the EAL becomes available to a plant operator.
Dominion Energy Millstone performed an evaluation of the change under the criteria of 10 CFR 50.54(q) and concluded that the addition of the words "of Notification" did not create any new or different emergency classifications, continues to meet the approved EAL scheme, and does not reduce the effectiveness of the emergency plan. Therefore, Dominion Energy Millstone has concluded that the change does not require prior NRC approval.
