Quad Cities LAR to Adopt TSTF-542 (EPID L-2018-LLA-0049)

Rebecca and Mitch, The NRC staff has completed its initial review of the Quad Cities license amendment request (LAR) to adopt TSTF-542 (ADAMS Accession No. ML18057B125) and has determined that a request for additional information is not needed at this time. However, during the review, the staff identified two typo/editorial errors that it believes should be corrected. The two errors are listed below:

1. Quad Cities Nuclear Power Station, Units 1 and 2 (QCNPS), Technical Specification (TS) Limiting Condition for Operation (LCO) 3.5.2, Action C, currently states: Two required ECCS injection/spray subsystems inoperable. and has two required action statements, C.1 and C.2, with associated completion times. Attachment 2 to the LAR contains the redline/strikeout version of the proposed changes to the QCNPS TSs. However, for LCO 3.5.2, Action C, Exelon does not show the current Action C with a strikeout. Only a redline of the proposed new Action C is provided. The current Action C should be shown with a strikeout so that its clear that it is being deleted and replaced with the proposed new Action C.
2. In Attachment 2 to the LAR, proposed Surveillance Requirement (SR) 3.5.2.4 states: Verify for the required ECCS injection/spray subsystem each manual, power operated, and automatic valve in the flow path, that is not locked, sealed, or otherwise secured in position, is in the correct position.

However, TSTF-542 proposes that the SR include commas after Verify and between subsystem and each as follows:

Verify, for the required ECCS injection/spray subsystem, each manual, power operated, and automatic valve in the flow path Please consider the above corrections and supplement the LAR, as appropriate.
