GERMANY PARTICIPATION IN OECD/NEA HEAF TESTING PHASE 2

Dear Mr. Herz,

The purpose of this memorandum is to document discussions with Dr. Marina Roewekamp of the Gesellschaft fuer Anlagen-und Reaktorsicherheit (GRS) gGmbH concerning Germanys participation in the next phase of OECD/NEA Nuclear Energy Agency (NEA) High Energy Arching Fault (HEAF) testing.

This letter confirms that PreussenElektra GmbH intends to provide an in-kind contribution of the electrical equipment components identified below to the Phase II Project that will be run by the United States Nuclear Regulatory Commission (USNRC) as Operating Agent. This equipment will become the property of the USNRC or its contractors. The USNRC will not collect any funds from PreussenElektra GmbH and intends to accept the equipment as an in-kind contribution from PreussenElektra GmbH as part of Germany's participation in the HEAF program. The USNRC will be establishing a contract with an entity in the United States, under which the equipment will be tested to the point of failure. The equipment received - regardless of its use in the testing program - by the USNRC, or its contractor, will be disposed of by the USNRC or contractor, and will not be returned to PreussenElektra GmbH. PreussenElektra GmbH, shall not be held liable for defects of title and material defects, type and quality, usability and availability, condition, safety, and transportation of the equipment. Any details regarding the transportation of the below mentioned equipment to the United States will be the responsibility of PreussenElektra GmbH and handled separately from this letter. Details of the test conditions and parameters will be determined by the NRC in discussion with Germany and other member countries of the HEAF Phase II project.

Equipment specification:

Two medium voltage circuit breakers in the original cabinets, type BBC-BA2, nominal design voltage 12 kV, operated at 10 KV nominal voltage Two or three low voltage switchboard sections with three low voltage breakers each, in the original cabinets, type BBC-MNS, nominal design voltage 660 V, operated at 480 to 500 V Please contact me if you require any additional information.
