  • Topics to be covered
  • EPRI Research on SIL Certification Process
  • Industry Oversight of Consistent Application of the SIL Certification Process

EPRI Research on SIL Certification Process 3

  • Will describe the SIL certification process
  • Will quantify the efficacy of the SIL certification process
  • Will provide sufficient information for the NRC to evaluate the equivalence of this process with a commercial grade survey for EPRI TR 106439 dependability critical characteristics

Industry Oversight of SIL Certification Process 4

  • NEI 17-06, Section 5 provides a plan for industry to oversee the SIL certification process for effectiveness and consistency in application
  • NEI will monitor any proposed changes to IEC 61508 against the EPRI TR 106439 dependability critical characteristics
  • NEI will communicate any adverse changes to be fixed in IEC 61508 to the IEC before the revision is published
  • If unsuccessful then NEI will inform the NRC and communicate a set of compensating measures to resolve the condition

Industry Oversight of SIL Certification Process 5

  • NUPIC will observe the accrediting bodies for SIL certification application consistency
  • Initially on a 3 year interval
  • Consistent with the guidance in NRC Regulatory Guides 1.28 and 1.144 for auditing 10 CFR 50 Appendix B suppliers
  • Possibly reduce the frequency if it is observed that the process is demonstrably consistent
  • NRC may request to participate in observations

Summary 6

  • NEI monitors IEC 61508 for any adverse changes
  • NUPIC observes the efficacy and consistency of the SIL certification process
