Request for new NRC Docket for Model No. Traveller STD & XL Type B(U)F License

Dear Director,

Westinghouse hereby requests that the NRC open a new docket for a Traveller STD & XL B(U)F License.

The new docket is for the Traveller shipping package, designed to transport both Type A and Type B quantities of fissile material in the form of uranium fuel assemblies or fuel rods with enrichments up to 5.0 weight percent (wt.%) 235U. Currently, for this new docket, the Traveller package only includes two packaging variants: Traveller Standard (STD) and Traveller XL (XL).

The packaging design under this docket is nearly identical to the packaging design of USA/9297/AF-96.

The only difference is the new design includes a bottom support spacer that helps provide structural support for the fuel assembly in an impact event such that the containment of radioactive material provided by the fuel rod cladding is not compromised. Additional package drop testing has been performed to demonstrate that the integrity of the fuel rod cladding due to regulatory drop testing requirements is maintained when the bottom support spacer component is utilized, and the fuel rods remain leaktight. Therefore, the package may be certified to transport Type B quantities of material when the bottom support spacer component is utilized. Containment and Shielding assessments have also been performed to support the incorporation of Type B quantities of material as contents.
