QSA Global, Inc., is registered as the certificate holder for this package. SUMMARY

By letter dated April 25, 2018, [Agencywide Documents Access and Management System (ADAMS) No. ML18149A025], QSA Global, Inc., (the applicant) requested the renewal of Certificate of Compliance (CoC) No. 9371 for the Model No. 360 series package. The applicant proposed editorial changes to the application and administrative changes related to the acquisition of NTP Radioisotopes (Europe) SA. The applicant did not request changes to the authorized contents in CoC No. 9371. Therefore, the applicant shall only transport the contents authorized as specified in the Model No. 360 series packages, CoC No. 9371, Revision 3. The certificate has been renewed for an additional five years.

EVALUATION The applicant proposed administrative and editorial changes to the application (Safety Analysis Report. QSA Global Inc., Models 360 Series, Type B(U)-96 Transport Package, April 2018, Revision 5) which are summarized in Attachment 3 of the letter dated April 25, 2018. The applicant submitted a consolidated application as part of this renewal request. The applicant noted that QSA Global, Inc. acquired assets and design authority for NTP Radioisotopes (Europe) SA, for which the applicant will be performing repairs and services of existing fuel assemblies as well as manufacturing of these assemblies under its United States (U.S.) Nuclear Regulatory Commission (NRC)- and International Standards Organization (ISO)- approved quality assurance programs. The certificate holder has a NRC-approved quality assurance program (Docket No. 71-0088).

QSA Global, Inc. added a few new source certificates to its application. The applicant did not request to modify the contents of CoC No. 9371. Therefore, the applicant is authorized to transport only the contents specified in the Model No. 360 series, CoC No. 9371, Revision 3.

The staff reviewed the proposed changes to the application and verified that previous changes to the application were incorporated into the consolidated application. The staff also made editorial changes to the CoC for clarity.

Enclosure 2

CONDITIONS The following changes have been made to the certificate:

1. Condition No. 3(b) was revised to replace the date of the consolidated application to April 25, 2018.
2. Added condition No. 8, which authorizes use of the previous revision of the certificate for a period of one year.
8. Revision No. 2 of this certificate may be used until August 31, 2020.
3. As a consequence of the inclusion of the new Condition No. 8, the previous Condition No. 8. was renumbered as No. 9 and condition No. 8. as condition No. 9. The expiration date of the CoC was revised as follows:
9. Expiration date: August 31, 2023.
4. Revised the REFERENCES section to include the consolidated version of the application dated April 25, 2018, and deleted supplements, since these were incorporated into the 2018 consolidated application for the renewal request.

CONCLUSION The certificate has been renewed for a five year term. These changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
