STATUS OF NRC'S REVIEW OF DECONTAMINATION DECOMMISSIONING AND ENVIRONMENTAL SERVICES' CLEANUP PLAN FOR THE FORMER NEW HAVEN CLOCK FACTORY SITE IN NEW HAVEN, CONNECTICUT

Dear Mr. Norton:

This letter is to inform you that we have completed our review of your Cleanup Plan dated March 23, 2017, [Agencywide Documents Access and Management System (ADAMS) Accession Number ML 17144A307]

for the former New Haven Clock Factory site in New Haven, Connecticut.

We used NUREG-1757, Volume 2, Revision 1, "Consolidated Decommissioning Guidance:

Characterization, Survey, and Determination of Radiological Criteria" dated September 2006, to evaluate dose modeling, focusing on the general conceptual model, screening methodology, and ALARA analysis.

The results of our review revealed that the proposed Derived Concentration Guideline Levels (DCGLs) are sufficiently conservative and will be protective of public health and safety provided that you provide an adequate technical basis confirming that residual radioactivity will be surficial and not volumetric.

We have informed the State of Connecticut Department of Energy and Environmental Protection (DEEP) of the results of our review. Based on our review and the assumption that residual radioactivity will be surficial and not volumetric, the NRC has no further questions and expects that you will continue with your activities at the site. In addition, we noted that your Final Status Survey Plan (FSSP) is in Appendix B of your Cleanup Plan. You should review your FSSP to determine if any changes are required as a result of your remediation activities.

We request that you submit any changes made to your FSSP for NRC review prior to implementation.

We understand that, as of July 10, 2018, the property owner is Taom Heritage New Haven, LLC, rather than TSJ Inc. and Mr. Yagovane, as stated in Sections 1.2 and 2.1 of the Cleanup Plan and Section 2.0 of the Final Status Survey Plan.
