[External_Sender] Holtec Comments (NRC-2018-0052)
Dear NRC,
I object to this license application submitted to the NRC by Holtec, and I object to the NRC approving any license for said application.
Unfortunately, although I demanded in a public NRC hearing for additional meetings to be held all across the contiguous United States, such a righteous appeal apparently fell on deaf ears. I ponder why the NRC is so hell-bent on ramming this license through as quickly as possible, with as few voices heard as possible? The NRC could extend this deadline again, but has apparently chosen not to grant any more extensions.
I'm convinced that y'all believe us New Mexicans are just a bunch of stupid country bumpkins.
Seeing as how I didn't get proper time to quantify my environmental concerns to the NRC, I leave you with this steaming pile courtesy of Eddy Lea Energy Alliance LLC:
The "Land Purchase Option Agreement" that Holtec has contracted with Eddy Lea Energy Alliance is an improperly executed contract. This is the same contract that Holtec claims will allow them to own the land after getting the NRC license. The bylaws of the Eddy Lea Energy Alliance LLC requires two officer signatures on every contract, one of the Chairperson/Vice-Chairperson AND one of the Treasurer/Secretary. Yet, the Land Purchase Option Agreement has no signature from the Treasurer/Secretary of the Alliance.
NRC isn't going to care about these kind of details, though. But wait; there's so much more!
As a public body, Eddy Lea Energy Alliance LLC failed to hold several public meetings according to the Open Meetings Act of New Mexico! One such meeting was the September 26, 2016 meeting, where the final changes to Holtec's Land Purchase Option Agreement were approved by the board. The public was not given proper notice of the September 26, 2016 board meeting, and as such, this meeting and all actions taken during this meeting will be declared invalid in the coming months (or perhaps years if it goes to the Federal District Court).
Eddy Lea Energy Alliance LLC needs a good dissolving. Johnny Cope and all of his lame ol' buddies thought they were just going to ram their pet Holtec project split through this state with all their Sunshine and procedural violations, and not get their chops busted! How arrogant!
NRC: you're absolutely worthless. Y'all couldn't even setup tables and name cards for NRC employees during the Albuquerque and Gallup meetings, as was done in Roswell, Hobbs, and Carlsbad. Give me a break. Or perhaps an extension and more hearings???
I'm going to want some NRC contracts - some of them hidden "public records". I'm going to get them.
These alphabet soup agencies...absolutely worthless. But I bet they get paid on-time!
For Liberty,
