[External_Sender] Docket ID NRC-2018-0052 I find shipments of nuclear waste problematical for many reasons, and urge further study with considered input from industry, NGOs, environmental groups, local residents at the local sites, and those who may be affected by nuclear waste moving through their communities.

Here are ten issues which I find problematical regarding the transportation to and/or storage of nuclear waste at an interim facility:

1) I believe nuclear waste can be dealt with most safely in situ, meaning where it is presently.
2) I think it of paramount importance to install the safest possible canisters for nuclear waste storage, such as 12-19 thick walls (HOSS - Hardened OnSite Storage), before considering the transportation of nuclear waste.
3) I am not aware of any credible study that has been done to assess the financial costs of leaving the waste where it is as opposed to moving it to an interim storage facility.
4) It is my understanding that CIS cannot be implemented until there is a national nuclear waste repository.
5) I think it is presumptuous, if not disingenuous, to assume that Yucca Mt. will end up being the national nuclear waste repository.
6) It does not appear that there has been sufficient testing of the dynamic movements of nuclear waste to justify the risk in transporting it.
7) I do not believe that all areas adjacent to the transportation routes have first responders who are equipped and/or trained to deal with an accident.
8) It seems that there are additional costs and risks in moving the nuclear waste to a temporary facility, only to move it at a later time to a permanent repository.
9) It would appear that each time that one adds another place that houses nuclear waste, there is an additional risk, to say nothing of the risks along transportation routes.
10) I would like to know who will be financially responsible if there is an accident en route to or at the interim storage facility.
