SUMMARY
FOR AUGUST 8, 2018, BIWEEKLY INFORMATION SESSION ON INSIDER THREAT PROGRAM AND SECURITY EXECUTIVE AGENT DIRECTIVE 3 FOR U.S. NUCLEAR REGULATORY COMMISSION-LICENSED FACILITIES On August 8, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a public Biweekly Information Session regarding National Industrial Security Program Operating Manual (NISPOM) Change 2 Insider Threat Program (ITP) and the Security Executive Agent Directive (SEAD) 3. The meeting began with introductions of the NRC staff members, followed by a roll call in order to capture all of the telecom participants. A list of meeting participants is attached (Enclosure 1). Approximately 12 people participated in the conference call, which included members of the NRC staff, the nuclear industry, and licensees.
Next, the NRC staff informed the call participants that NRC recently completed a review of a licensees five year Foreign Ownership Control or Influence re-submittal requirements as compared to what the regulatory basis actually required. NRC offered to complete the same review for any licensee in order to ensure that no licensee was overburdened by submitting too much information. Following this discussion, NRC asked if there were any questions on SEAD 3 travel or reporting requirements and ITP status.
The meeting concluded with the NRC staff indicating the next meeting would be held on Wednesday, August 22, 2018, at 2:30pm (EST). The conference telephone number and Go-To meeting web link would remain the same for the following meeting.
