Dear Nuclear Regulatory Commission Staff:
Reject Holtec Internationals application for a Consolidated Interim Storage Facility (CISF) for high level nuclear waste first because centralized or consolidated interim storage sites are NOT allowed under US federal laws to the extent the Department of Energy and US taxpayers are expected to own and transport the waste. It is an ILLEGAL DUMP.
A project of this complexity should not be attempted unless all the risks have been evaluated and safety measures put in place. This plan has not taken into account all the things that could go wrong in transportation, in consolidation and in long term storage. We know from the tragedy of the Deepwater Horizon spill that when a company takes short cuts in planning for all possible failures and problems, then those failures will eventually happen and no one will know how to stop or fix them. This is not a gamble that can be taken with Nuclear materials. Until full impact studies have been done by expert NEUTRAL parties, and until any possible mishap has been imagined and response measures planned, this should not be allowed to happen.
