PERIODIC REVIEW OF REGULATORY GUIDES This memorandum documents the U.S. Nuclear Regulatory Commissions (NRC) periodic review of 7 Regulatory Guides (RGs) from the Office of Nuclear Material Safety and Safeguards (NMSS). The periodic review of these RGs was completed in May 2018 and was conducted by the NMSS staff from the Division of Fuel Cycle Safety, Safeguards, and Environmental Review, Division of Spent Fuel Management, and Division of Decommissioning, Uranium Recovery and Waste Programs.
The seven RGs that were reviewed are:
- 1. RG 3.52, Rev.2, Standard Format and Content for the Health and Safety Sections of License Renewal Applications for Uranium Processing and Fuel Fabrication.
- 2. RG 3.53, Rev. 0, Applicability of Existing Regulatory Guides to the Design and Operation of an Independent Spent Fuel Storage Installation.
- 3. RG 3.55, Rev. 0, Standard Format and Content for the Health and Safety Sections of License Renewal Applications for Uranium Hexaflouride Production.
- 4. RG 3.56, Rev. 0, General Guidance for Designing, Testing, Operating, and Maintaining Emission Control Devices at Uranium Mills.
- 5. RG 3.60, Rev. 0, Design of an Independent Spent Fuel Storage Installation (Dry Storage).
- 6. RG 3.61, Rev. 0, Standard Format and Content for a Topical Safety Analysis Report for a Spent Fuel Dry Storage Cask.
- 7. RG 3.62, Rev. 0, Standard Format and Content for the Safety Analysis Report for Onsite Storage of Spent Fuel Storage Casks.

B. Thomas 2 In regards to NMSS providing a timeframe for updating the office instructions to incorporate periodic reviews of RGs, NMSS staff has started developing guidance to address these reviews.
However, due to competing priorities, development of the guidance was placed on hold and is expected to be resumed later this summer. The NMSS staff expects to complete and issue the guidance by the last quarter of Calendar Year 2018.
