Florida Power a Light Company, St. Lucie Plant Unit No. 1, Turkey Point Plant, Unit Nos.

3 and 4, Docket Nos.

This is in response to Florida Power a Light Company's

("FP&L")'s September 13, 1978 letter requesting oral argument.

Florida Cities, of course, do not object to oral argument, if the Commission finds it desirable.

However, all arguments that could have been made have been exhaustively covered by the pleadings.

Indeed, FP&L adverts to no new argument it would choose to make.

There is obvious detriment, to the public interest from delay.

Procedurally, the St. Lucie 2 prehearing conference was held yesterday and discovery is commencing.

Even though FPGL has been found guilty of law violation,- another drawn out process to determine merely whether to commence a hearing allows FPGL to continue using its operating plants for purposes of monopolization, even to the extent of seeking to deny wholesale sales of electricity, generated in part fr'om nuclear generation.

They respect-fully request that if oral argument be held, the Commission make every effort to enter a speedy decision.
