By letter dated September 23, 1977 (L-77-299) Florida Power 6

Light Company advised you of its intent to discontinue the "hands-on" search programs at its operating nuclear units, effec-tive September 24, 1977, based upon our understanding of the Commission's elimination of those requirements.

Subsequently, on September 29,

1977, 10 CFR 73.55 was amended to reflect a re-laxation of only the physical search requirements as they per-tained to regular employees at a particular plant site.

~ F This is to advise you that FPL is in compliance with the physical search requirements of 10 CFR 73.55 as amended on September 29,

1977, as described in my letters of August 31, 1977 to the respec-tive NRC Division of Operating Reactors branch chiefs.
However, we believe that a general requirement for physical searches of these categories of individuals is both unnecessary and unrea-sonable.

Accordingly, we object to the imposition of such a require-ment in the present rule.

FPL has received the notices of a petition for rulemaking in this matter which you sent us and will present further comment at a later date.
