Turkey Point Unit 4 Docket Nu ber 50-251 This letter confirms requests from Messrs.
Uhrig and Pearson of Florida Power 8 Light Company to you and members of your staff to allow us to continue to operate Turkey Point Unit 4 until Turkey Point Unit 3 can be returned to service or until Turkey Point Unit 4 steam generator tube leakage exceeds 0.35 gpm.
As discussed with you and your staff, we are requesting to continue to operate Unit 4 in order to preclude possible power shortages in Dade County.
The Turkey Point Unit 4 steam generator tube leak has been increasing very slowly over the last month.
The leak rate is currently
.316 gpm.
Based on the leak history and our experience with and investigation of other steam generator tube leaks, we expect that the current leak is attributable to a crack located in a dented region at a tube to tube support plate intersection.
A leak rate limitation of 0.35 gpm provides an acceptable margin of conservatism to ensure that the tube leak remains stable during normal operating conditions or during postulated accident conditions.
In our submittal of June 4, 1977, we analyzed potential offsite consequences during various postulated accident conditions with primary to secondary leakage of 0.9 gpm.
The potential consequences were found to be acceptable.
Furthermore, during the few days that Turkey Point Unit 4 will be operated with a steam generator tube leak slightly greater than 0.3 gpm, the probability of any of the postulated accident conditions occuring is extremely remote.
