50-250 and 50-251 Pursuant to your request at the meeting. between Florida Power 6 Light Company (FPL) and your staff on June 18,
- 1976, FPL hereby submits 40 copies, plus 3 signed originals of its evaluation of the spent fuel transfer process between the spent, fuel pits, Turkey Point Unit Nos.
3 and 4.

- tion, we are providing six sets of marked up blueprints to assist the staff in its evaluation.
The proposed license amendment which you also requested is being forwarded to you via a separate transmittal.
C The use of existing equipment and the measures provided to preclude a fuel handling mishap and the potential conse-quences are considered in this evaluation.
In addition, a
re-evaluation of the movement, in and out of the spent fuel pool is provided.
The capability for movement of heavy loads between units via the shared fuel handling crane is a plant design feature.
Movements in and out of the spent fuel building are the same as those associated with normal refueling activities.
Off-site radiological doses due to a fuel handling accident during transfer are well within the values accepted by the staff for fuel handling accidents in its Safety Evaluation.
The transfer process does not represent any new or unique operation.
It has been reviewed against, 10 CFR 50.59(a)(2).
Xn our opinion, the transfer between units does got represent an unreviewed safety question.
The attached provides the basis in support of our conclusion.
