50-250 and 50-251 Proposed Amendment to Facility 0 eratin Licenses DPR-31 and DPR-41 In accordance with 10 CFR 50.30, Florida Power and Light Company submits herewith three (3) signed originals and forty (40) con-formed copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and DPR-41.
This submittal proposes a new technical specification relating to the surveillance of spent fuel cask crane interlocks at Turkey Point Units 3 and 4.
This proposal is in response to a request from your staff and is based on standard technical specifications.
The proposed change is as described below and as shown in the accompanying technical specification page bearing the date of this letter in the lower right hand corner.,

Item 19 is added to Table 4.1-2.
This item defines the frequency for testing the operability of spent fuel cask crane interlocks.
The proposed amendment has been reviewed and the conclusion reached that it does not involve a significant hazards consideration, therefore, prenoticing pursuant to 10 CFR 2.105 should not be required.

The proposed amendment adds a surveillance requirement to check crane interlocks prior to and during crane use with the spent fuel cask.
This requirement represents an increase in conser-vatism and will provide increased confidence in the operability of the interlocks.
The proposed amendment (l) does not involve a significant hazards consideration because there is no adverse change in the probability or consequences of accidents or malfunctions of equipment important to safety and there is no reduction in the margin of safety as de-fined in the basis for any technical specification, and (2) provides reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner.
Activities associated with this amendment will be conducted in compliance with the Commission's regulations.
Issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
