& Light Company submits herewith thr'ee,(3) signed originals and forty (40) conformed copies of a request to amend Appendix A of the Facility Operating Licenses" DPR-,31 and DP'R-41.
The proposed chang s 'are 'as set'orth in the attached revised
,Technical Specification pages bearing the date of 6/10/75 in the 'lower right hand corner and as described bel'ow.
We reques't that Technical Specification 4.4.6 for Unit 4 be changed to substitute Horizontal Tendons
- 13H38, 42H57, and 64H70 for the specified
- 13H15, 51H50, and 35H70 and Dome Tendon 2D14 for the 'sp'ecified 2D28.
In prep'aring for Turkey Point Unit 4 Tendon Surveillance, it was found that to perform surveillance 'on several of the tendons required that personnel'erform work in the'rea of the main steam relief valve discharge.'n addition one tendon was not accessible due to an obstruction in the 'path 'of the skyclimber.
Working the 'areas of xelief valve discharge expose the workmen to an unnecessary hazard should a safet'y. valve or the 'atmospheric steam relief valve be required to open.
Xt was therefore determined that substitute tendons should be selected which could be inspected without adversely affecting the safety of personnel.

Lift-offreadings will be taken for the following l
nine (9) tendons available for inspection:
Unit 3 Unit 4 Horizontal 62H18,42H70,64H50
- 13H38, 42H57, 64H70 Vertical 23V1,45V7,61Vl 12V29,34V29,56V29 Dome 1D27, 2D28,3D28
- 1D28, 2D14, 3D28 Mire Ins ection One horizontal, one vertical and one dome tendon will be relaxed and one wire will be, removed from each as a sample.
(At subsequent inspections different tendons will be used for the sample).
Mires will be visually inspected for corrosion and pitting.
Tensile tests will be performed on three (3) samples cut from each wire (one from each end and one from the middle) of a length equal to the maximum length acceptable for the test apparatus to be used.
After samples are taken, tendons will be re-tensioned and final lift-offreadings will be taken.
Test Fre uenc Lift-offreadings and wire inspection will take place at the end of the first, third and every fifth year thereafter from the date of the structural integrity test.
Tendon surveillance may be conducted during reactor operation.
