Oy In accordance with 10 CFR 50.30, Florida Power a Light Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and DPR-41.
This submittal modifies our proposed technical specifi-cation relating to the surveillance of spent fuel cask crane interlocks at Turkey Point Units 3 and 4, submitted on April 8, 1976.
The proposed change is as described below and as shown in the accompanying technical specification page bearing the date of this letter in the lower right, hand corner.

Interim controls to be used in lieu of those crane inter-locks not now installed have been added to Item 19.
I In earlier corresponded (reference our letter to Mr. Karl R. Goller, dated January 10, 1975), Florida Power 6 Light Company stated that interlocks would be installed to prevent operating the cask crane over spent fuel prior to moving any spent fuel with the cask.
Due to a longer than expected design period, these interlocks will not be available for the transfer of Unit 4 spent fuel to the Unit 3 spent fuel pit scheduled to commence June
- 7. It is felt that the proposed interim controls provide equal assurance that the cask crane hook will not be operated over spent fuel during the fuel transfer.

1976 Page The crane interlocks will be installed and tested prior to the transfer of fuel from the Unit.,53 spent fuel pit to the Unit 4 spent fuel pit, scheduled to commence in June 1977.
The proposed amendment and safety evaluation are attached.
The proposed amendment has been reviewed and the conclusion reached that it does not involve a significant hazards con-sideration; therefore, prenoticing pursuant to 10 CFR 2.105 should not be required.

Indexing of the crane and trolley will be implemented.
2.
Once properly positioned, the respective crane bridge and trolley drives will be de-energized as appropriate.
3.
In addition, a mechanical bumper will be installed to limit trolley travel in the westward direction, such that movement of the spent fuel shipping cask over spent fuel is prevented.

SAFETY EVALUATION Spent fuel cask crane interlocks to prevent movement of the cask over spent fuel will not be installed prior to transferring spent fuel from the Unit 4 to the Unit 3 Spent Fuel Pit.
Substi-tute controls have been developed to provide assurance that the cask will not be moved over spent fuel.
These controls are summarized as follows:
1.
With the trolley still over the "alley"* the bridge will be positioned
- .using tram marks such that the west end of the bridge is properly aligned over the fuel building opening.
2.
The bridge drive will be de-energized.
3.
The trolley would then be moved in the westerly direction until properly positioned above the cask loading area using its tram marks.
4.
The trolley drive would then be de-energized.
At this point the cask is properly positioned and only vertical movement of the crane hook is permitted.
5.
Once loaded, the cask would. be,~raised to clear the top of the spent fuel pool, the trolley drive re-energized, and the cask would be moved out of the fuel handling building.
With implementation of the above methods, the cask movements are positively controlled..
Therefore, it is concluded that these methods provide satisfactory assurance that the cask movements can be conducted in a safe manner during the period that the limit switches are not installed. It is also concluded that the level of assurance for safe operation provided by these controls, is equal to that provided by the limit switches.
The proposed amendment (1) does not involve a significant hazards consideration because there is no adverse change in the proba-bility or consequences of accidents or malfunctions of equipment important to safety and there is no reduction in the margin of safety as defined in the basis for any technical specification, and (2) provides reasonable assurance that the health and safety of the public will not. be endangered by operation in the proposed manner.
Activities associated with this amendment will be con-ducted in compliance with the Commission's regulations.
Issuance of this amendment will not be inimical to the common defense and security, or to the health and safety of the public.
- Alley refers to the clear north-south passage. that is located just east of the Unit Nos.
