AUGUST 3 1'1978 Docket Nos.

and 50-251 tKFNRNDUH FOR:

Darrel1 G. Eisenhut, Assistant Director for Systems and Prgects, DOR E

A. Schwencer, Chief Operating Reactors Branch N, DOR TURKEY POINT STEAN GENERATOR REPLACEMENT SCHEDULE FROM:

SUBJECT:

gggIHALSMKD The original date to begin steam generator tube replacement on Unit 4 was October 15, 1978.

One reason for that early date (early in,view of the steam generator.

delivery) was a contingency in case the steam generator tubes became seriously worse.

Since the next refueling for'nit 4 has begun the likelihood for replacement beginning October 15, 1978 is essentially zero.

Current plans are to refuel for six months and reeva'quate the steam generator tubes again on about April 1, 1979.

At that time the new steam generators are expected to be on site and the likelihood of starting the replace-ment is much greater, although still dependent on the condition of the steam generator tubes and steam generator delivery.

'Further, the final FPL submittal dated August,4, 1978 was received August 7, 1978.

This submittal affects PSB only and therefore the PSB safety evaluation will not be available until mid-Sppteaher.

The SE should be completed by the end of September.

On the 'basis of the above considerations I have concluded that the Turkey Point review should follow the Surry review and the individual reviewers have been so informed; The primary urgency is the environ-mental review.

This is currently scheduled to be in first draft form hy September 1, 1978.

Although the basic impact appraisals for each plant do not differ greatly, I have requested of each reviewer that is involved with both plants, that Surry be completed first because it is nearer to replacerrent than Turkey Point.

Surry is stil'I scheduled to begin the steam generator replacement in late 1978, depending upon steam generator delivery.
