DPR-31 and DPR-41 Proposed Change to Environmental Technical S ecifications In accordance with 10 CFR 50.30, Florida Power

& Light Company (FPL) submits herewith three ~(3) signed originals and forty (40) copies of a request to revise Turkey Point Units 3 and 4 Environmental Technical Specifications.

The proposed change is shown on the accompanying Technical Specification page bearing the date of this letter in the lower right hand corner and is described below:

11 Delete Specification 4.A.2.a Delete the word "second" from the first sentence of Specification 4.A.2.b Revise paragraph labels in Section 4.A.2 to reflect deletion of Specification 4.A.2.a A groundwater monitoring program has been conducted at the Turkey Point facility in accordance with the Environmental Technical Specification 4.A.2.a.

A report. entitled "FLORIDAN AQUIFER WATER SUPPLY INVESTIGATIONi TURKEY POINT AREA DADE COUNTY, FLORIDA" has been prepared by FPL's consultant, and reviewed by the Environmental Protection Agency (EPA) in con-sultation with the U. S. Geological Survey to determine the need for future monitoring.

The report recommended that the monitoring of the E-Series wells be discontinued.

Thirteen (13) copies of this report are being forwarded to you under separate cover for your information.

has granted approval for FPL to discontinue the groundwater monitoring program.

The Company Nuclear Review Board and the Company Environmental Review Group have reviewed the proposed revision and have approved the change.

It has been determined that there is no impact, whatsoever, on the environmental assessment of the licensed facilities, and that the amendment does not, in-volve an unreviewed safety question.

The proposed change will remove the requirement for conducting a monitoring pro-gram that is no longer required.

Following the construction and completion of the Card Sound control structure and closure of the Grand Canal discharge, quadrat stations in the affected area will be established to determine semiannually the rate of recovery in terms of sedimenta-

'i.on and revegetation by gxasses and macxoalgae.

Assessment of im acts from turbidity in dischar ed water:

A program shalL be conducted to assess the impacts on the receiving waters an6 marine ecosystems from turbidity in discharged water from the operation of the licensed facilities and the construction and testing of the cool-ing channel system.

No:later than thirty (30) days from the date of issuance of thi.s license, FPL shall submit IChange 9

to the AEC Directorate of Licensing, for review and

approval, the program implemented to provi.de this assessment.

Groundwater A

groundwater pxogrm will be conducted in connection with an interceptor ditch located west of the cooling 'canal system to intercept cooling canal water from flowing west>>

ward underg ound.

This program will involve moni.toring of 41 wells and 10 surface points for temperature, water level and conductivity (salinity).,

The monitoring schedule for these locations varies in frequency from monthly to weekly.

The monitoring schedule is reviewed on a quarterly basis by FPL with the Centxal and Southern Florida Flood Control District in consultation with the USGS.

The monitoring schedule wi33. continue as long as necessary as determined by the CSFFCO and the USGS.

Copies of reports prepared periodically for paragraphs a.

and b. above will be submitted to the AEC simultaneously.

A water tempexatuxe survey wi.ll be conducted monthly in

[Change 13 Biscayne Bay in the vicinity of the Grand Canal dischaxge and in Card Sound in the vicinity of the Card Sound Canal discharge..

Temperatures just below the surface will be determined wi.th calibrated thexmocouples and strip chart recorder.
