Dear Mr. Goller:

TURKEY POINT PLAN UNITS 3 AND 4 DOCKET NOS.

0-25 AND 50-251 REGULA UIDE 1.83 INSERVICE INSPECTION OF PRESSURIZED WATER REACTOR STEAM GENERATOR TUBES In response to your letter of July 18,

1974, we, find it in-appropriate at this time to submit a change to the Technical Specifications on steam generator tubing inspection.

As you are aware, we have found primary to secondary leakage (AO-250/

74-9 and AO-251/74-2) in the Units 3 and 4 steam generator(s).

Consequently, we are in the process of conducting extensive tubing inspections on the Unit 4 steam generators and we will take corrective action as deemed appropriate on Unit 3.

We are currently reviewing Regulatory Guide 1.83 and working with Westinghouse to obtain a better understanding of steam generator tubing performance previous to development of changes to our Technical Specifications.

We anticipate that we will submit our proposed amendment by October 1,

1974.

Very truly yours, Robert E. Uhrig Vice President DWR/REU/cpc 1'f'
