This is, in response to Florida Power
& Light Company's
("FPGL") 's September 13, 1978 letter requesting oral argument.
Florida Cities, of course, do not. object to oral argument, if the Commission finds it desirable.
However, all arguments that could, have been made have been exhaustive'ly covered by the pleadings.
- Indeed, FP&L adverts to no new argument it would choose to make.
There is obvious detriment to the. public interest.from delay.
Procedurally, the St Luc.ie 2 prehearing conference was held yesterday and discovery is commencing.
Even though FPGL has been found. guilty of law violation,'nother drawn out process to-determine merely whether to commence a hearing allows FP&L to continue using its operating plants for purposes of monopolization, even to the extent of seeking to deny wholesale sales of electricity,, generated in part from nuclear generation..
