y In accordance with 10 'CFR 50.30, Florida Power 6 Light Company submits herewith three (3) signed originals and forty, (40) copies of a request to amend Facility Operating License DPR-31.

Section 3.E of License DPR-31 requires that Unit 3 be shutdown within 6 equivale'nt months of operation from January 14, 1977 (approximately July 16, 1977) for the purpose of inspecting steam generators.

We would like to continue operating Unit 3 until August 16, 1977 in order to avoi.'d concurrent shutdown of Units 3 and 4.

The need for this request has been caused by our extension of the Unit 4 refueling outage for from 3 to 5 weeks beyond the scheduled completion date of July 9, 1977.

As described in the preceding paragraph, Unit 3 is required to shutdown for steam generator inspections, during this same time period.

However, because the Unit 3 st'earn generators have experienced no perceptible tube leakage since 'the beginning of Cycle 4 operation, it is reasonable to expect that Unit 3 can continue to operate beyond July 16, 1977 without adverse effect on the public health and safety.

As a result of the extended Unit 4 refueling outage, we request the following amendment to paragraph 3.E of the Turkey Point Unit 3 Facility Operating License:

77i930377 I,

PEOPLE..

~ SERVING PEOPLE

Director of Nuclear Reactor Regulation Page Two E.

Steam Generator Ins ections In order to perform an inspection of the steam generators, Unit No.

3 shall be brought to the cold shutdown condition no later than August 16, 1977.

Nuclear Regulatory Commission approval shall 'be obtained before xesuming power operation following this inspection.

,Unit No.

3 operation until August l6, 1977 is authorized provided that further information and evaluations required in, connection with continued operation of Unit 'No. 4, as a

result of Amendment No.

20 to Facility Operating License DPR-41, justify continued operation of Unit No.

3 for the full period authorized by this paragraph 3.E.

The proposed amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power S Light Company Nuclear Review Board.

They have concluded that continued operation of Unit 3 for the time period requested will not adversely affect, the public health and safety.

Very truly yours, r

obert E. Uhrig Vice President
