.'ocket No. 50-Proposed Amendment to Facilit 0 eratin License DPR-3l In accordance with 10 CFR 50.30, Florida Power 6 Light, Company submits herewith three
'(3) signed originals and forty (40) copies of a request to amend Facility Operating, License DPR-31.
Section 3eE of License DPR-31 requires that Unit 3 be shut-down by August 16, 1977, for the purpose of inspecting steam generators.
In view of the continued excellent operating record of Turkey Point Unit 3., Florida Power,S Light Company has concluded that Unit 3 can safely be operated until the next refueling (presently scheduled for January 1978), without conducting an inspection of the steam generators.
I'f the steam generator inspection of Unit 3 is conducted as presently required the cost to our customers will be approximately
$ 12,000,,000
($ 4'00,000/day X 30 days)'n differ-ential fuel cost and approximately 20-50 man rem exposure will be experienced.
Since the beginning of cycle 4 operation no steam generator tubes, have had to be plugged as a result of primary to secondary leakage.
Our recent inspection of Turkey Point Unit 4
(FPL letter L-77-173 of June 9,
1977) demonstrated in part that any significant, amount of steam generator tube denting would be accompanied by an increased incidence of primary to secondary leakage.
The excellent operating record at Unit 3 is strong evidence of the.continued integrity of the steam generator tubes.

Since there has been no evidence of steam generator tube degredation during cycle 4 operation, it is highly unlikely that an inspection of the steam generators at this time would result in any benefit.to the public.
In light of the high cost of this inspection to the public noted'bove, and the strong evidence of the continued integrity of the steam generator
- tubes,
.we have concluded that the inspection of the steam generators should be.postponed until the next refueling.
We therefore request the following. amendment to paragraph 3.E of the Turkey Point Unit 3 Facility Operating License:

Steam Generator Ins ections Unit 3 steam generators shall be inspected during the next refueling outage.
Nuclear'.
Regulatory Commission approval shall 'be obtained'efore resuming power operation following this inspection..
The proposed amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power 6
Light Company Nuclear Review Board..
They have concluded that continued operation of Unit 3 for the time period requested will not involve an unreviewed safety question.
