& Light Company's letters of August 5, 1977 (L-77-246) and August 10, 1977 (L-77-250).

Although we do not agree with your staff on the necessity fo-the following,proposed license amendment,,

Reactor operation shall be terminated and Nuclear Regulatory.

Commission approval shall be obtained prior to resuming operation if primary to secondary leakage attributable ta the denting phenomena is detected in, 2 or mere tubes per plant. during any 20 day period.

In addition Florida Power 6 Light Company agrees. that in the.

then suitable information will be provided the NRC to justify the return of the unit to. power operation'and NRC permission will be obtained prior to returning the unit to power operation.

An example of suitable justification would be the performance of a steam generator inspection and a preventative tube plugging program, based on the results of this inspection.

The steam generator inspection program now planned for the next refueling. of Unit 3, or earlier if required, will be based on the program described in. our letter of June 16, 1977.

In addition, the inspection for the extent of tube denting will be correlated with those areas predicted by strain maps; and

a. suitable description of the extent of the sludge deposits.

in the steam generators will be provided following the inspection.
