Xn accordance with 10 CFR 50.30, Florida Power 6 Light Company submits herewith three (3).signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating Licenses, DPR-I31,, DPR-41, and DPR-67.

The proposed amendment is described below,and shown on the accompany-ing Technical Specification page bearing the date of this letter in the lower right-hand corner.

P~ee 6-2 Figure. 6.2-1 is revised to reflect recent minor changes in our offsite 'organization.

Two positions have new titles (Vice President-Nuclear and General Engineering and Manager-Licensing and Environmental Planning).

One position has been deleted'Vice President-Environmental Planning 6

Research).

The proposed amendment has been reviewed by the St. Lucie Facility Review Group, the Turkey Point Plant Nuclear Safety Committee, and the Florida Power 6 Light Company Nuclear Review Boar'd.

They have concluded that it does not involve an,unreviewed.safety

~ SAFETY EVALUATION Re:

Turkey Point Units 3 and 4 and St. Lucie Unit 1, Docket Nos. 50- 50, 250-251 and 50-335 Proposed Ame dment to Face,lxty Operating Licenses DP DPR-41 and DPR-67 I.

Introduction This safety evaluation.supports proposed changes to the organization chart describing the offsite organization for facility management and technical support.

Figure 6.2-1 on page 6-2 should be changed to reflect minor changes in the Florida Power

& Light Company (FPL) offsite organization for management and support of nuclear facilities.

Two positions have new titles and one position has been deleted as described in the cover letter.

III. Evaluation The proposed amendment is administrative and does not involve the modification of any equipment or procedures.

It does not involve a significant. change in the management or support of FPL nuclear facilities; the responsibilities for research and environmental planning have been transferred to different

people, but these responsibilities remain basically the same.

Since, the proposed amendment does not. involve hardware

changes, procedure
changes, or significant adrjnistrative changes:

i) the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously analyzed in the safety analysis report is not increased, iii) the possibility for an accident or malfunction of a different type than any evaluated previously in the safety analysis report is not created, and the margin of safety as defined in the basis for any technical specification is not. reduced.

IV.

Conclusions Based on these considerations, (1) the proposed amendment do'es not involve an unreviewed safety question, (2) there is

reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed

manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
