4. 2 INSERVZCE INSPECTION AND TESTING Applicability: Applies to inservice structural surveillance of ASME Code Class 1, Class 2, and Class 3 components.

Objective: To ensure the continued integrity of ASME Code Class 1, Class 2, and Class 3 compo-nents (and their supports) and boundaries.

Imp 1 emen tat ion: 'implementation of this specification will begin no later than September 1, 1977.

Specification: 1. Znservice inspect'on of AS2iE Code Class Class 2, and Class 3 components (and their

~

supports) shall be performed in accordance with the Turkey Point Unit 4 Znservice Inspection (ISI) Program. The ISZ Program i:s developed'and updated in aCcordance with Section XZ of the ASME Boiler and Pressure Vessel Code and applicable Addenda as required by 10 CFR 50.55a(g), except where specific written relief has been granted by the NRC pursuant to 10 CFR 50.55a(g) (6) (i) .

2. Znservice testing of ASME Code Class lI Class 2, and Class 3 pumps and valves shall be performed in accordance with the Turkey Point Unit 4 Pump and Valve Test Programs. The Programs are developed and updated in accordance with Section XI of the AS'oiler and Pressure Vessel Code as required by and applicable Adcenda 10 CFR 50.55a(g), except wnere specific written relic has been granted by the NRC pursuant to 10 CFR 50.55a(g)(6)(i).
3. Zn cases where, during the process of inspection and testing, certain'recuire-ments are found to be impractical due to unforeseen circumstances, relief may be requested at that time.and satisfaction of these requirements may be deferred pending NRC action upon that request.

B4.2 BASES FOR REACTOR COOJ.A'.iT SYSTEif IN SERVICE INSPECTION UNIT 3 The inspection program, where practical, is in compliance with Section XI of the AS'E Code for In-service Inspection of Nuclear Reactor Coolant Systems dated January, 1970 and the Vinter Addenda of 1970. Though examinations in certain areas are desirable, it 'should be recognized that equipment and techniques to perform the inspection are still in development. In all areas scheduled for volumetric examination, a detailed pre-service mapping will be conducted using techniques anticipated to be used for post-operation exam-inations. As more experience is gained in operation of. pressurized-water reactors, the time schedule and location of inspection may be altered or, should new techniques be developed, consideration may be given to in-corporate these new techniques into this inspective program.

The use 'of convdntionaL nondestructive,'irect visuaL and remote visual test techniques can be applied to the inspection of most reactor coolant loop components except .the reactor vessel. 'he reactor vessel requires special consideration because of the radiation levels and the requirement for remote underwater accessibility.

The techniques anticipated for in-service inspection include visual inspec-tions, ultrasonic, radiographic, magnetic particle and dye penetrant test-ing of selected parts during refueling periods.

As more experience is gained in operation of pressurized water reactors, the time schedule and location of examinations might alter.

The reactor coolant pressure boundary covered by this inspection will include the reactor coolant system and branch lines 1" or greater from the reactor coolant system to the second design isolation valve. Credit is taken in the design for check valves.

UNIT 3 The examinations schediiled are listed in Table 4,2-1 and are discussed below:

REACTOR VESSEL AliD CLOSURE HEAD Item 1.1 (Cate or A) Pressure Containin fields in Reactor Vessel Belt-Line Re,ion These welds be volumetrically examined from the XD when required, using remote, mechanized techniques. At present there is no equip-ment available which will perform this examination. The examinations scheduled 'in Table 4.2-1 are predicated on the development of appropriate equipment. Since the examination of these welds requires removal of the core internals and thermal shield, the examinations are scheduled near the end of the 10-year inspection interval.

When the longitudinal and circumferential welds have received an ex-19 posure to neutron fluence in excess of 10 nvt (E of 1 ~ifev or above),

the length of weld in the high fluence region to be examined shall be increased to, at least, 50 percent.

UNIT 3 Item 1.3 (Cate orv C) - Vessel-to-Flan e and Head-to-Flan,e Circum-ferential Welds The head flange weld can be examined using either mechanized or manual ultrasonic techniques. ilechanized techniques are preferred due to the r"peatabjlity of such techniques and the ability to record the data'. This weld is available when the head is removed for re-fueling.

The vessel flange weld can be examined using either mechanized or manual ultrasonic techniques. Mechanized techniques are preferred due to the .reduction of radiation .exposure to personnel, the re-peatability of such techniques, and the ability to record the data.

The examinations scheduled to be performed on these welds are shown in Table'4.2-1.

Item 1.4 (Cate orv D) Nozzle-to-Vessel Welds and Nozzle-to-Vessel Inside Radiused Section The vessel nozzle welds are accessible only from the ID. It is be-lieved that the irner radius of outlet nozzles can be examined with-out removing the core barrel. However, the core barrel must be removed to examine the inlet nozzles. For this reason, it is plan-

'ned that the examination of the outlet nozzles be performed during the third and sixth year and the inspection of the inlet nozzles near the end of tne ten (10) year inspection interval. At present, there is no equipment'vailable to inspect these welds remotely.

Thus, the examinations shown in Table 4.2-1 are predicated on the development of suitable equipment.

The specimens are located about 3" from the vessel wall at the axial midplane.

Capsule No. 3 leads the'vessel maximum exposure by a factor of 2.2 and is scheduled to be removed after twenty years. Thus, sample No. 3 will provide data for an exposure to the vessel of approximately forty years.

Capsules Nb. 4 and 5 lead the max'imum vessel exposure by factors of 0.7 and 0.5, respectively. Thus, Capsule No. 4, which is scheduled 1

to be removed after thirty years, provides data for a vessel exposure of twenty-one years and Capsule No. 5, which is scheduled to be re-moved at forty years, provides data for a vessel exposure of twenty years.

I II ~ INSERVICE INSPECTION PROGRAM III.A. Introduction to the Tables The following pages list the components and systems that are required to be examined during the life-time of the plant and give the allocations for the nondestructive examinations to be performed during this particular 40-month period. There are three tables organized to follow, as closely as practi-cable, the format of Section XI Code, Tables IWB-2600 and IWC-2600.

Table I lists the required examination areas of Class 1 components (and their supports) and systems; Table II lists the required examination areas of Class 2 components (and their supports) and systems; and Table III lists the required examination areas of Class 1, Class 2, and Class 3 components during pressure tests. The tables list the examination areas and the allocation of examinations in each of the three outages of the plant anticipated during this period. They are separated into sections according to major systems or components and further subdivided to list the actual component, area, or weld to be examined.

The Appendices and figure numbers noted at the top of the table pages are those of the 10-year plan.

III.B. 40-Month Period The column titled "Inspection Interval" is subdivided into 3-1/3 year periods which correspond to the

. inspection program as defined in Paragraph IWA-2400 of Section XI. The 10-Year Inspection Interval is also subdivided into nine "outages." Within each outage of the 3-1/3- to 6-2/3-years, an X is placed adjacent to those components or welds to be examined during that outage. Although some categories are not required to be examined during this 40-month period, all components or welds are listed to ensure a complete accounting of all systems. Although the 3-1/3- to 6-2/3-years interval starts with outage No. 4, in reality, this is the 3rd outage of the plant.
