2 LATERAL RESTRAINTS FOR SPENT FUEL RACKS BROKEN A.

BACKGROUND In early March, several stainless steel seismic restraint springs installed on Unit 4 spent fuel racks were found broken.

The situation was reported as Abnormal Occurrence No. 251-75-4.

Our intended corrective action at that time was to replace the broken springs.

However, during sub-sequent inspection, more broken springs were found, therefore, it was decided to replace all Unit 4 springs with new springs fabricated according to approved procedures.

On May 1, we issued a Supplementary Report to inform you we had completed Unit 4 seismic spring replacement.

The initial Unit 4 Abnormal Occurrence report also noted the discovery of a similarly broken spring on a Unit 3 spent fuel rack.

In late March, when the magnitude of the Unit 4 spring problem increased, it was decided to expand the Unit 3 inspection to determine if a similar problem existed there.

UNIT NO.

3 INSPECTION RESULTS An underwater television inspection of Unit 3 spent fuel rack seismic restraint springs has been conducted.

The inspection included springs mounted on all four sides of the spent, fuel racks.

Of 70 springs inspected, 18 were cracked and 7 were possibly cracked.

Thereforei we have concluded that all Unit 3 springs will have to be replaced and have 8$ Pg HELPING BUILD FLORIDA

NRC inspectors who were subsequently on site received this information verbally and included it as a

part of IE Report Nos.

50-250/75-8 and 50-251/75-8.

C.

CORRECTIVE ACTION All Unit 3 spent. fuel rack seismic restraint springs will be replaced with new springs currently on hand at Turkey Point.

The new springs were fabricated similarly to the Unit 4 replacement springs.

Replacement work will be con-ducted from above the spent fuel pool using remotely operated tools which are now being manufactured.

Work will begin following tool manufacture and development of acceptable replacement procedures.

When Unit 3 seismic spring replacement has been completed, a supplementary report will be submitted.,
