NRC-TVA Publicly-Noticed Meeting (August 15, 2018) Historic and Cultural Topics for Discussion: Clinch River Nuclear (CRN) ESP DEIS The purpose of this public meeting is to discuss TVA comments on the CRN ESP DEIS (ML18180A386) as well as comments received from American Indian Tribes (ML18194A380 and ML18199A044).
Clarification regarding a TVA comment on the DEIS TVA provided a comment regarding 40RE165 indicating that the site should be identified in the DEIS as having both pre-contact and historic components. NRC staff requests clarification to verify a discrepancy in the documentation associated with 40RE165. A description of 40RE165 is found on pages 105-114 in TRC Environmental March 2011 report entitled Phase 1 Archaeological Survey, TVA Clinch River Site Characterization Project, Roane County, Tennessee (Barrett et al. 2011). (ML#17284A317- redacted version of report). The site is described as an Early-to-Late Archaic Period prehistoric occupation, with an associated possible fishing weir of undetermined age.
American Indian Tribal Consultation Letters to Discuss with TVA On July 11, 2018, TVA received a comment on the DEIS from Theodore Isham, Historic Preservation Officer of the Seminole Nation of Oklahoma (ML18194A380). As part of this response, the Seminole Nation of Oklahoma have requested copies of cultural resource survey documents. On July 13, 2018, NRC received a comment from Elizabeth Toombs, Tribal Historic Preservation Officer of the Cherokee Nation, also requesting copies of the cultural resource survey reports (ML18199A044).

As part of the July 11, 2018 response, the Seminole Nation of Oklahoma also requested to have a face-to-face meeting with the project proponent to discuss project plans. NRC staff would like to confirm if TVA has had any recent conversations with the Seminole Nation of Oklahoma regarding this request and if TVA intends to consult with the Seminole Nation of Oklahoma in the future.
