Please find attached our comments to your revision of Sections 4.1 and 4.2 of the Vermonts draft Agreement application. As discussed during our conference call on July 26, the attached document includes comments that 1) require the State to add additional language in certain sections to clarify a particular issue; 2) review proposed edits by NRC staff in certain sections of the application; and 3) add certain sections of Part 61 to your proposed regulations.
No response to this document is required. We will review the changes requested in this document with your final Agreement application. The requested changes to add sections of Part 61 to your proposed regulations will be reviewed during our next review of the regulations scheduled to occur at the end of this month.
