- 1. I do not believe the performance of the storage system has either proven to be sound for the scale or duration of the project.
- 2. Current transportation regulations do not provide an adequate level of protection of workers from radiation exposure.
- 3. I do not believe the NRC's oversight of the casks prior, during, and after shipping offer enough rigorous assurance of continued safety and protection.
- 4. There has been inadequate notification and education of state residents about the proposal. A proposal of this size warrants a public education process prior to launching a public comment period.

- 5. At this time there is inadequate involvement in the assessment of this project by the state of New Mexico and affected communities, as well as inadequate outreach to appropriate governmental jurisdictions who have substantive opportunities for involvement.
- 6. There is no long term solution to the disposal of this waste, thereby placing this facility and the citizens of New Mexico under potential operational parameters that exceed the current license application.
