Dear Mr. Rusche:

On February 27, 1976, we received a letter from Mr. R. C. DeYoung, dated February 23, 1976, regarding guidance for licensees required to file information with the Commission under the provisions of Section V.B. of 10 CFR 50 Appendix I. This letter asked that within 30 days the kRC be informed of the measures we intend to adopt or propose to meet the requirements of paragraph 50.34a.

H We presently have work in progress with the intention of supplying the information requested in Enclosures 1 and 2 by June 4, 1976.

However, we know there have been questions raised on the new rulemaking by licensees indicating the need for clarification of the NRC February 23, 1976 letter and attachments. 'n order to clarify the intent and information requested by the letter, the NRC has scheduled meetings with licensees in the various NRC Regional Offices.

We are planning to attend such a meeting on Tuesday, March 30, 1976 at the Region 1

III Office in Glen Ellyn, Illinois.

As a result of the meeting, we may find that our interpretation of the NRC requirements is not accurate.

We may also find that we must change our approach to prepare the information requested in Enclosures 1 and 2. -If this

This letter is to confirm our verbal report made at 1430 hours0.0166 days <br />0.397 hours <br />0.00236 weeks <br />5.44115e-4 months <br /> to NRC RO: III Inspector, Mr. K. R. Baker, on March 25, 1976.

In that conversation we reported that through review of test data we had determined that we are in violation of Appendix A Technical Specifications Section 4.6.5.3.l.b.3 on five (5) Ice Condenser Inlet Doors.

A plant shutdown was coranenced at approximately 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br />.

We will continue our investigation of the condition and will submit a report of this event within 14 days as required by Regulatory Guide 1.16, Revision 3, Section 2.a.
