Dear Mr. Rusche:
In your letter of December 1, 1976, you requested that we review a new model annual operating report and determine whether it was an appropriate model for our 1976 annual operating report.
We have reviewed this model. It requires not only an increase in, but duplication as well, of current NRC reporting requirements.
It is our understanding that the more significant recommendations by the Momic Industrial Forum have not been incorporated in the model.
We also understand that the NRC is still encouraging the industry to renew the effort to improve the model and we intend to cooperate in that effort.
With respect. to our 1976 annual operating report, we started our first refueling outage on December 23, 1976 and it, is expected to continue until mid-February of 1977.

p ls Mr. B; C. Ruse uary 18, 1977 necessarily devoted to the work associated with the outage during this period, they completed a major portion of the 1976 annual report in the format of the 1975 annual report, all prior to the xeceipt of your new model.
As a result, it is not practical to make the many changes necessary to conform to the new model for the 1976 annual report.
