Dear Mr. Case:
We have reviewed Mr. Karl Kniel's letter of April ll, 1977 requesting further information regarding instrument trip setpoint values.
Our discussions with Westinghouse Electric Corporation regarding this request have revealed that the information is not currently available, and considerable time and effort will be required to provide this information.
The reason which you cite in your letter for xequesting this information is the large number of Licensee Event Reports (LER's) related to instrument setpoint drift beyond the limits permitted by facility technical specifications.
Our experience at Donald C.
Cook Nuclear Plant, Unit. No.
1 has been that we have had very few such LER's.
In fact, we have only had 7 in the over two and one half years since the operating license was received in October 1974.
Further, it is our judgment that the information you are requesting would not be cost effective in terms of the potential benefits either for improved operation or reduction in LER's at the Cook Nuclear Plant.
The extensive cost and effort involved in obtaining the information cannot be justified in terms of the mar-ginal benefits in improving the already adequate licensing margins 77l410006 I
