Dear Mr. Case:

This letter is in response to Mr. Don K. Davis'etter of September 19, 1977 concerning the deleting of the Technical Specification requirements for an Annual Operating Report.

In that letter we were requested to propose a change to our technical specifications that would delete the requirement for an Annual Operating Report and modify the content of our Monthly Operating Report.

As requested by the NRC, we submitted, with our letter of October 13, 1977 proposed Technical Specifications under section 6.9 of Appendix A for reporting requirements which utilize words from Regulatory Guide 1.16 for both Unit 1 and Unit 2 of the Cook Nuclear Plant.

Enclosed herewith are proposed changes to the proposed Technical Specifications of our October 13, 1977 transmittal which delete the requirement for an Annual Operating Report and modify the Monthly Operating Report for both Unit 1 and Unit 2 of the Cook Nuclear Plant.

The revised report formats enclosed with Mr. Davis'eptember 19, 1977 letter will be used to provide the 773140180

A tabulation on an annual basis of the number of station, utility and other personnel (including contractors) receiving exposures greater than 100 mrem/yr and their associated man rem exposure according to work and job functions,-/ e.g., reactor operations and surveillance, inservice inspection, routine maintenance, special maintenance, waste processing, and refueling.

The dose assignment. to various duty functions may be estimates based on pocket dosimeter, TLD, or film badge measurements.

Small exposures totaling less than 20/ of the individual total dose need not be accounted for.

Xn the aggregate, at least SP/ of the total whole body dose received from external sources shall be assigned to specific major work functions.

The report format entitled, "Standard Format for Reporting Number of Personnel and Man-Rem by Work and Job Function" shall be used for providing this information.

'experience and a narrative summary of operating experience during the report period relating to safe operation of the facility, including major safety-related maintenance shall be submitted on a monthly basis.

The report formats and associated instructions entitled, "Average Daily Unit power Level", "Operating Data Report" and "Unit Shutdowns and Power Reductions" shall be used for this report.

The report shall be submitted on a monthly basis to the Office of Inspection and Enforcement, U.S. Nuclear Regulatory Commission, Washington,
