Dear Mr. Case:

This letter is in response

'to Mr. Victor Stello's letter to all PWR licensee's dated January 25, 1978 which 'requested that we indicate our intent. to procee'd with an evaluation of the overall asymmetric loads due to a loss of coolant accident as de-scribed in that letter and the attachments thereto.

You also re-quested that within 90 days we submit our detailed schedule for providing the required evaluation.

This letter is to notify you that a task group of utilities with Westinghouse NSSS plants has been formed, of which Tndiana Michigan Power Company is a participant,,

to examine the complexity of primary system main coolant piping system breaks as outlined in Mr. Stello's January 25 letter and to identify similarities be-tween Westingho'use 'plants for the purpose of determining a con-sistent evaluation of this issue.

The'ask group has met with Westinghouse and with the NRC during the past several months to develop a program that is acceptable to both parties.

Preliminary work, in progres's, will allow. the 'task group to outline a realistic program within the 90 days you requested.

The exact content of this program is not known at this time, but its purpose will be to reassess the original plant, design and assure the safety of the'lants sho'uld a pipe break occur at specified lo-cations in the rea'ctor coolant system.

The 'particular resolution of thi's issue 'will vary from plant to plant, but as a minimum it will include an analytical evaluation that assesses the safety of the plant,

The information gener'ated as. part of tlat.s task group will also fulfillthe 'requirements. of Xtem C,3.'(a} of'heDonald C.
