We are today transmitting 40 copies, under separate cover, of Supplement No. 4 to the Environmental Report for Donald C. Cook Nuclear Plant prepared in accordance with the guidelines provided in the letter dated February 4, 1977 from Mr. Voss A. Moore, Assistant Director for Environmental Projects at the Nuclear Regulatory Commission.,

This supplement contains:

1.

An update of status of approvals, permits and licenses.

2 An updated analysis of the need for the plant.

3.

An updated description of the operational environmental monitoring programs.

Summary and analysis of previously unreported environmental data for the Cook station, including results of the operational monitoring programs for Unit 1.

5.

A discussion of design changes of possible environmental significance.

A description of any other changes in conditions that. are of possible environmental significance (such as changes in regional demography predictions and land use).

An updated discussion of socio=economic impact.

Supplement 4 shows that, since the publication of the AEC's Final Environmental Statement in August 1973, the operation of Unit 2 continues to be needed; our environmental monitoring program has uncovered no adverse effects on the environment from Unit 1 opexation; the changes that have been made to the plant design improve the environmental performance of the plant.

In further support of the conclusion of no adverse environmental impact of Cook Nuclear plant. opexation, we are also transmitting, herewith, three copies of the "Report on the Impact of Cooling Water Use at the Donald C. Cook Nuclear Plant" which is referenced in Section 4 of Supplement 4 to the Environmental Report.
