Dear Mr. Kniel:
This letter is in response to your letter to-'m'e of, April $0, 197$ which asked us Co discuss and amplify three aspects of our program on storage of equipment and related activities necessitated by the curt'ailment of construction activities on Donald C.
Cook Nuclear Plant, Unit 2.
The following items correspond to Che questions in your letter:
a)
Procedures f'r preservation,
- storage, inspection, surveillance and. access control are complete and. in use at the Cook Nuclear Plant.
The procedures currently used are an extension of those used during the pre-construction and construct'ion period and have been appropriately modified to accommodate the present; curtailment situation at the const;ruction site.
These procedures were intitiated by our site Construction Department personnel who have provided a quality control func-tion over Che equipment Chat will now be in storage.
The procedures were Chen reviewed and approved by the cognizant engineers as well as construction and QjL engineers for com-pleteness and technical correctness.
The inspections are being performed on an area basis
'to preclude inadvertent omission of a periodic inspection of a piece of equipment.
Supplementing the area inspect;ions are those surveillance functions such as motor and pump rotor rotation which are recorded. in log form as well as on sur-veillance cards on the equipment itself'.
The surveillance of equipment includes surveillance of the room or area for environmental conditions required for suitable storage of'he equipment located Chere.

The personnel who developed and execute the procedures mentioned, in a) above are experienced quality control in-spectcx s who have been overseeing receipt inspection,
- storage, erection and test of the equipment for Unit 1 as well as Che partially installed equipment for Unit 2.
As members of our on site=construction Civil, Electrical and Mechanical Depart-
- ments, they follow Che work of Chat discipline.
They are knowledgeable of the equipment and its function and qualified to recognize any condition adverse to proper storage or preservation.
The storage surveillance procedures were evaluated by the cognizant engineer for the particular equipment.
He is responsible for his equipment through design, procurement, installation and start-up test, An inspector training session was held on the use of the area inspection procedures.
This training will be repeated at six months intervals or more often, if'evaluation of the inspection process indicates a need.
c)
Copies of installation drawings are being marked, Co show the current status of plant completion.
These take the form of piping isometric drawings, electrical physical drawings, electrical cable pull cards and mechanical flow
- diagrams, This information will be readily available so that planning for resumption of construction can be done from a knowledgeable base of Che current status of completion.
You can be assured Chat we are anxious Co complete this unit and will carefully protect Che'work,that has been done and the equipment on hand to avoid any degradation, of quality over Che period, of construction curtailment.
