Cook Nuclear Plant Docket No. 50-315 DPH No.

58 December 23, 1975 U.8. Nuclear Regulatory Commission Office of Inspection and Enforcement Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Attention:

Mr. J.

G.

Ke ler Re ional Director Gentlemen:

Item 6 of IE Bulletin 75-04A requires a schedule for accomplishment of any revision to our policies and procedures and any proposed changes to the facility, to assure that consideration for alternate methods for accomplishing an orderly plant shutdown and cooldown are provided in case of loss of normal and preferred alternate shutdown and cooldown systems at the Donald C.

Cook Nuclear Plant.

Our letter to you dated June 27, 1975 provided this schedule.

In addition, Item 6 requests summary reports detailing our monthly progress.

This letter is the sixth such monthly report.

The five previous reports were dated July 30, August 27, September 30, October 30, and November 25, 1975.

The draft emergency procedure for plant shutdown through local control has been reviewed by AEPSC engineers and the plant staff.

A revision-incorporating appropriate review comments is to be brought before the Plant Nuclear Safety. Review Committee (PNSHC) for, review and approval at its next meeting.

This will satisfy our original schedule for completing this work by, January 15, 1976.

Mz. 'J.

G. Keppler December 23, l975 I

It is expected that at a subsequent meeting the PNSRC will also review the design change request which lists physical changes to be made so that a number of air-operated valves may be locally controlled, and which describes local instrumentation panels to be installed to monitor critical parameters following the postulated events Following the plant review the change request will be returned to the American Electric Power Service Corporation office for review and approval by our Change Control Board.

This will allow the completion of the design work on the local panels and the preparation of a schedule for installation of all the changes.

Very truly yours, RSH:mam R.
