This letter is in response to your letters of September 12, 1977, which transmitted IE Bulletin Nos. 77-02 and 77-03 to us. The attached enclosure is submitted in fulfillment of the requirement to respond to these IE Bulletins.

Res onse to IE Bulletin 77-02 for D. C. Cook Units 1 & 2 RFC-12-2129 was written to initiate an inspection program for all Westinghouse type AR latching relays. As of November 8, 1977 the following inspections have been completed:

l. All relays installed in Unit 2.
2. All relays in spare parts and in construction and operations stores.
3. One of the two trains in Unit 1.

The inspection of the remaining train of Unit 1 will be done at the next outage.

The inspections to date have detected no unacceptable relays installed in Unit 2. Three relays manufactured in October, 1973 were located in Unit 1 and were replaced. Several unacceptable relays were located among the spare relays in stores and these relays have been segregated in a hold area to prevent their use.

Res onse to IE Bulletin 77-03 for D. C. Cook Units 1 6 2 In the initial review of the subject IE Bulletin we believed that we had complied with the functional require-ments of the proposed test. Closer examination of the test and its intended results reveals that the tests actually performed do not precisely duplicate the conditions of the proposed test scheme.

The tests proposed in the Westinghouse NSD-TB-77-11 will be performed before November 22, 1977 and will be repeated at monthly intervals.
