Dear-Mr. Keppler:
This letter is to clarify our response to IE Bulletin 77-02 transmitted: to you as an-enclosure to our letter of November 10, 1977.
The second sentence in the third paragraph of the enclosure states "Three relays manufactured in. October, 1973 were located i.'n Uni:t 1. and. were replaced.'!

October, 19:72; whi:ch was'ri:or.%a %he'iIme: of concern in XE Bulletin 77-0:2 When actions were initiated to replace the above-referenced relays, it was discovered that the "individuals making the in-spection had misread the manufacture date information on these relays and the relays did not require replacement, and hence were not replaced.
A breakdown in internal communications precluded transmittal of this correct information to the proper individuals in AEP.
Ne were notified of the error on April 21, 1978 as a result of the NRC Resident. Inspector',s activities per-taining to this item.

The enclosure a'so stated that "RFC 12-2129 was written to initiate an inspection program for all Westinghouse type AR latching re lavs".
Subsequent to our submittal, on December 19, 1977, this RPC was cancelled by the Lead Engineer because neither the inspection called for by IE Bulletin 77-02, nor the replace-ment in kind of relays are classified as a "Design Change" according to our internal procedures.
In our letter of April 10, 1978 from Mr. John Tillinghast to Mr. Ernst Volgenau of the
- NRC, we described steps that have
- been, and are being taken, to strengthen our review of submittals to the NRC so as to eliminate errors such as described above.
