NRC ID NRC-2018-0052, Holtec Application for a Consolidated Interim Storage Facility for Spent Nuclear Fuel My name is Phil Green. I am retired from the Radiation Studies Branch, Division of Environmental Hazards and Health Effects, National Center for Environmental Health at CDC. As a Public Health Advisor from August 2000 through December 2006, I was the Designated Federal Official on the Savannah River Site Health Effects Subcommittee. I was also the Project Officer for the Los Alamos Historical Document Retrieval and Assessment Project from August 2000 through December 2010.

I am submitting these comments after oral comments made at the EIS Scoping meeting at Carlsbad, New Mexico on May 3, 2018.

I do not consent that ELEA consortium/HOLTEC was permitted to establish, operate, and sustain such a facility as proposed without a comprehensive public health assessment performed by the Centers for Disease Control and Prevention or the National Institutes of Health. It is my belief that such an assessment has not performed and that the current hazards and health effects may represent and endanger Lea and Eddy County populations unnecessarily. In other words, the environment there is already saturated through radiation-based activities and mining and extraction industries.

Please, seriously consider this request for the subject project.
